ceo@jootrh.go.keDr. Joshua Clinton Okise is a dynamic Healthcare Transformation Specialist and executive leader with over nine years of experience driving revenue growth, financial governance and operational excellence within Kenya's healthcare sector. Currently serving as Acting Chief Executive Officer and former Senior Director of Finance and Administration at JOOTRH, he holds a PhD in Finance (2025), an MSc in Finance and a BBA in Accounting. He has championed the rollout of integrated human resource and financial information systems, expanded critical clinical infrastructure — including ICU and theatre capacities — and advanced healthcare coverage frameworks such as Taifa Care and the Social Health Insurance Fund (SHIF).
