JOOTRH Evaluates SAGA Transition.

A month after its elevation to a Semi-Autonomous Government Agency (SAGA), the Jaramogi Oginga Odinga Teaching Hospital (JOOTRH) Board and Senior Management Team are conducting a three-day retreat to assess the implications of this significant transition.

Understanding the meaning of this new status is crucial as it will shape how JOOTRH is managed and operated as a county parastatal. The retreat aims to develop a rapid action plan to guide the hospital's full transition from September 1st, 2024 to December 31st, 2024.

The theme of this transition preparedness meeting is "Embracing the Transition to SAGA for Excellent Clinical Outcomes, Enhanced Institutional Efficiency, and Governance."

As the elevation was announced while JOOTRH was finalizing its strategic plan, the meeting is also focused on integrating the SAGA elements into the existing plan. This includes reviewing the strategic plan and incorporating necessary changes to create a comprehensive final draft that can be validated and launched.

Discussions on the transition to the Sustainable Health Insurance Fund (SHIF)  also took place. Members discussed maximizing the potential of SHIF to generate resources for reinvestment in the hospital's development.

The team also reviewed the "Mwongozo" guidelines, which outline the principles and practices for effective governance of public entities in Kenya. They are developing clear plans to align with these guidelines, including refreshing the governance structure, reconstituting board committees, and defining the board meeting schedule.

The retreat aims to improve efficiency and compliance while ensuring that both the board and senior management team are well-oriented to the new developments and can strengthen operational synergies.
